How the site and its open data may be used, the restrictions, and the responsibilities of the parties.

What follows is a description of what the system actually does. The binding terms are the operator's to approve; this page will be replaced when that text arrives.
1. General provisions
Using the site means accepting these terms. The platform operator is the A. Avloniy National Institute of Pedagogical Excellence. The public registry is free to use and requires no registration.
The registry issues a permanent identifier (DRI) to a scholarly work and sends a reader either to its passport page or to the publisher's article page. Metadata is public; the PDF is private by default.
An issued identifier is never reassigned to another work and never deleted. When a work is moved to another issue, the earlier identifier is kept and redirects to the new one. A withdrawn work's identifier still works. Deleting it would make the retraction invisible, and the opposite is what is wanted.
2. Permitted use
Searching and viewing records, and citing them in scholarly work.
Placing DRI links in your own publications, catalogues and systems.
Retrieving data through the open API within the set limits.
3. Restrictions
Sending automated requests that put excessive load on the service.
Misrepresenting data or misattributing its source.
Using the platform's name and marks without official permission.
Giving a cabinet account to third parties or sharing it.
4. Responsibility for data
The institution that submitted a record is responsible for the accuracy of its metadata. The operator sets the validation rules and acts to resolve inconsistencies it finds, but is not responsible for the scholarly content of a publication.
The institution that uploaded a file is responsible for it too. The registry does not invent what it was not told.
5. Service interruptions
Planned maintenance is announced in advance. In an unexpected interruption the operator acts to restore the service as quickly as possible; no liability is accepted for indirect loss caused by an interruption.
6. Changes to the terms
These terms may be updated. Significant changes are announced on this page and the edit date is updated. Continuing to use the site means accepting the new version.
